초판에서와 같이 이번 판에서도 국제법을 학습하는 사람들이 언제나 손쉽게 참고할 수 있는 책을 만드는데 중점을 두었다. 가장 많이 봐야 하는 조약을 중심으로 관련 의정서, 초안, UN 결의 등을 추가한 결과 수록 조약 수의 측면에서 대폭 증가하였다. 다만 로마규정, 해양법, 환경법, 국제인도법 조약 등에서는 주요 조항을 중심으로 수록, 전체적인 페이지수를 최소화하여 활용하기에 불편함이 없도록 하였다.

이번 개정판에서는 승계, 국제인도법 분야를 추가하고 환경, 인권관련 조약들도 많이 보강하였다. 국제사회 내 행위자들의 상호작용에 따라 새로운 이슈가 생성되고, 초점이 되는 분야도 변화하기 마련이다. 인권, 환경분야가 특히 주목을 받는 것은 이 가운데서 빠르게 전개되고 있는 국제사회의 관심과 논의의 결과물일 것이다.
